POSITION TITLE: Kansas 0-3 Program Coordinator for Children with a Visual Impairment 

SALARY: $90,000 - $95,000, commensurate on experience and training. Excellent benefits. 

LOCATION: Flexible and negotiable; Preferred candidates would reside in Kansas

EMPLOYMENT DATE: August 1, 2023 (hiring for this position is conditional upon funding) 

JOB DESCRIPTION: 

Under supervision of the KSSB Superintendent, the 0 to 3 Program Coordinator is responsible for the management and oversight of Kansas 0 to 3 Program for children who have a visual impairment, including those with additional unique learning needs. This is a year-round, 12-month position. 

JOB DUTIES: 

  • Provides direction and leadership in planning and implementing the day to day activities of the KSSB 0 to 3 Program for Children with a Visual Impairment. 

  • Identifies program target and focus of services for infants and toddlers with a visual impairment and their families using Evidence Based Practices. 

  • Works in conjunction with the State of KS Part C Director to ensure the program procedures and regulations fulfill the requirements of IDEA, Part C relating to the Kansas 0 to 3 Program. 

  • Supervises Early Childhood TSVI and/or COMS Specialists (FS ECS) who serve on Infant Toddler Teams, and provides direction and leadership to contracted Early Intervention Provider Partners. 

  • Conducts intake processes and assigns referrals and caseloads to KSSB FS ECS staff. 

  • Evaluates job performance and assures the quality of early intervention services provided for program participants. 

  • Establishes and maintains 0 to 3 core services, which includes child find, screening, evaluation and assessment, service coordination and procedural safeguards. 

  • Establishes and maintains a network of community early intervention providers and develops community partnerships. 

  • Establishes protocols and procedures in accordance with State and Federal Regulations. 

  • Manages the funding for early intervention services including budgeting and contracting. 

  • Completes state forms, reports, and annual program assessments as required. Manages both data collection and reporting as required. 

  • Assures family involvement throughout the process of services and promotes the use of natural environments and settings for service delivery. 

  • Provides information and referral services, public information and education about the KSSB 0 to 3 Program and fosters community capacity to enhance child development and well-being. 

Work Direction Received: 

Work is performed relatively independently under the guidance and supervision of the KSSB Superintendent and within the Kansas 0 to 3 laws, administrative rules and including the policies of the KS Dept. of Health and Environment and KSSB.  

Supervision Exercised: 

Supervises, provides direction and supports the KSSB Early Childhood / TSVI / COMS Specialists. 

Decision Making: 

The Coordinator of the Kansas 0 to 3 Program must exercise substantial creativity to meet unique program needs within the latitude of the rules, policies, laws, contracted service arrangements, interagency agreements, staffing and funding mechanisms available 

Interaction: 

Contacts include large amounts of personal, verbal and written contact with children and families, community agencies, service providers, therapists, physicians, school personnel, health care providers, equipment purveyors and persons in local and state agencies. 

MINIMUM REQUIREMENTS: 

  • Teacher of Students with Visual Impairment AND/OR

  • Certified Orientation and Mobility Specialist (ACVREP) - Not Required

  • Ability to obtain Kansas Certification by KSDE in appropriate teaching area(s). 

SPECIAL REQUIREMENTS: All offers of employment from Kansas State School for the Blind (KSSB) are contingent upon background check results and any applicable workplace references. Background checks are completed via the KS Bureau of Investigation, Backgrounds Plus consents, Kansas Department of Children and Family Services, and Dru Sjodin National Sexual Offender Registry. KSSB may contact previous employers for workplace references. Within 30 days of employment, a tuberculosis test (and any applicable treatment), as well as health certificate must be completed by a medical provider at the cost of the employee.
