Bachelor’s or equivalent work experience with major coursework in business administration, public administration, or in a related field is required. Experience in providing full accounting responsibilities for a small (less than 300 employees) organization including profit/loss and cost accounting.

Excellent comprehension of the concepts, principles, practices and techniques of accounting and internal controls including CAAP and GAAP. Working knowledge of general accounting, procurement, and sales best practices particularly as they apply to a manufacturing, service contracts and retail operations; the principles and practices of government purchasing, particularly Commonwealth of Virginia procedures, including the Virginia Public Procurement Act and the Agency Procurement and Surplus Property Manual.

The principles, theories, and practices of industrial and retail procurement. The application of the principles and practices of supervision and personnel management. Methods to analyze commodity requirements, interpret market prices and trends, and skill in applying these skills to procurement problems. Methods and procedures of budget development, justification, and control.

Skill in analyzing, problem solving, and exercising good judgment in critical decision making; Excellent interpersonal and customer service skills, computer skills, including MS Office products and database systems including business information systems.

Developing and maintaining the purchasing systems and procedures in an organization. Conducting negotiations with vendors. Performing the duties of a Contracting Officer. Persuading and coordinating with central functions to amend policies and procedures to enable consistent, efficient, and effective sourcing and to ensure quality products.

Ability to communicate effectively, both orally and in writing, with individuals and groups regarding complex or sensitive subject matters; to manage work of staff including directing work of others to maintain operations, monitoring and evaluating work, hiring, training, and counseling staff; to prepare difficult and complex financial and administrative reports to interpret and coordinate efforts in support of Federal and State policies; and to analyze and evaluate fiscal issues relating to manufacturing, service contracts, retail operations and develop and recommend corrective actions to resolve problems and to manage a variety of finance related functions simultaneously; to apply accounting procedures, fiscal laws, regulations, and agreements to a variety of financial transactions.

VCO certification or equivalent state or federal certification is required within 6 months of start date.



MBA and/or CPA.

Other advanced or private sector procurement certifications such as the VCM, Certified Purchasing Professional, Certified Public Procurement Officer (CPPO) or equivalent state, federal or private certification is preferred.

Experience with the Commonwealth of Virginia financial systems preferred
