Vocational Rehabilitation Center Director

Vocational Rehabilitation Center Director (VRC Director) VISIONS is seeking highly qualified candidates for a Director of the VISIONS Residential Vocational Rehabilitation Center.

Under the supervision of the VCB Senior Director the VRC Director serves as a member of the agency's administrative leadership team to ensure comprehensive pre-vocational training and vocational support services are delivered in a way that will optimize preparation and supports as they relate to obtaining competitive employment.

The VRC Director ensures that all clients seeking to enter employment are well prepared after attending one of the VRC sessions. The VRC Director is responsible for developing and upholding program & performance standards to ensure delivery of timely services which lead to maximize independence and competitive integrated employment to meet the New York State Commission for the Blind (NYSCB) contract and respond to all requirements of referring state agencies in addition to NYSCB.

The VRC Director provides supervision and direction to all professional rehab staff that works at the VRC, also works collaboratively with other VISIONS full time staff including: VISIONS Executive Staff, department directors, other FT staff, consultants and volunteers.

The VRC Director will communicate the impact of VISIONS services to the community.

DUTIES (RESPONSIBILITIES OF VRC Director)

  • Primarily responsible to provide leadership, direction and program oversight of the VRC residential summer, fall and spring program sessions.
  • Achieve service goals: Short-Term of 12-15 for each Pre-ETS transition programs for blind students ages 18 up to the 22nd birthday. Long term goal within 3 years Pre-ETS enrollment 28-32 per session
  • Directly supervise Certified Vision Rehabilitation Therapists/Certified Orientation and Mobility Specialists, teaching assistants, Assistive Technology Instructor and Social Work/Rehab Counselor staff and all other program support staff involved in the VRC
  • Meet with staff regularly to obtain case updates and track progress. During these meetings, the Director should provide technical assistance and suggestions for alternative approaches when indicated as well as strategies for completing case in a timely manner.
  • When issues or problems arise with cases that require outside intervention or information exchange, contact the required agency/professional or assign a staff member to be sure that there is a smooth flow of information and timely follow-up.
  • Oversee the selection and supervision of any student interns in the VRC
  • Work with Department Manager to monitor completion of reports including initial evaluation and related paperwork, closures, voucher and grant billing.
  • Monitor case closures to ensure that contracted goals with NYSCB are met by session
  • Liaison with NYSCB to generate referrals and/or assign staff to contact NYSCB counselors
  • Implement follow-up system to track VRC clients’ job placement and job retention after attending the program.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

  • Five years of experience in supervision of adaptive technology/professional-level staff (i.e. O&M, VRT, RC) and/or work related to Vocational Rehabilitation services for persons with blindness/visual impairment.
  • One year of this experience must have included supervision and management of a program, section, or unit which included one or more of the following areas: (a) development of program rules and policies; (b) development of long-and short-range goals and plans; (c) program evaluation; (d) budget preparation; (e) contract compliance
  • Experience operating in a professional l environment that utilizes outcome-based performance management to optimize service delivery;
  • Demonstrated ability to effectively facilitate groups and foster collaboration between teams;
  • Experience developing/coordinating and supervising training/curriculum;
  • Bachelor’s degree or equivalent in Special Education, Rehabilitation, Social Services or related fields. Graduate degree in Blind Rehabilitation or Counseling (MSW, CRC) is preferred.

SKILLS

Must be proficient in both written and oral communications. Strong computer and database proficiency required. Demonstrated ability to facilitate groups and foster team collaboration. Ability to develop/coordinate and supervise trainings/curriculums. Driver’s license with safe driving record a plus.

LOCATION

This position is located at VISIONS VCB, 111 Summit Park Road, Spring Valley in Rockland County, New York. The VRC Director is expected to be on call during all the VRC program sessions and must be able to get to the VRC site within one hour of any reported emergency.

SALARY:

Commensurate with experience. This is an exempt professional salaried position.
