Provides leadership statewide for the agency’s Vocational Rehabilitation program (VR), Supported Employment Program, Pre-Employment Transition Services and Career Pathways Program ensuring quality service delivery, utilization of state-of-the-art methods, and emphasis on current labor market trends and recommendations. Provides Management and Supervision for the Assistant Director of Vocational Rehabilitation, Director of Business and Corporate Initiatives, and the Director of Rehabilitation Technology. Assures best utilization of the Vocational Rehabilitation Counselors, Business Relations Specialists and Rehabilitation Technologists to respond to the needs of DBVI job candidates who seek assistance to find employment. A member of the DBVI management team.

Minimum Qualifications:

Experience in simultaneously managing multiple priorities, monitoring for compliance with federal and state requirements, preparing statistical and narrative reports, analyzing various types of information, and providing training; supervision with service delivery of Vocational Rehabilitation and with evaluating/analyzing projects for effectiveness and efficiency. Considerable knowledge of the social, medical, psychological, and labor market issues which impact persons with disabilities; interviewing, evaluation, and counseling techniques; methods and tools for career counseling and exploration; ADA compliance requirements.

Experience analyzing program and financial information in reaching logical conclusions. Demonstrated ability to establish and maintain effective working relationships with individuals from diverse social and economic environment; to communicate effectively orally and in writing; to interpret and apply integrated policies and procedures in the provision of services; to establish employment opportunities through contact with businesses and other organizations within the community; to organize and manage multiple and sometimes unrelated responsibilities in a timely manner; to prioritize duties and exercise responsible judgment with minimal supervision. Knowledge of federal and state regulations and agency policy related to the Vocational Rehabilitation Program.

Preferred Qualifications:

Master’s Degree(s) in Rehabilitation Counseling, Public Administration or other related field. CRC highly preferred or a combination of training and experience that results in the knowledge and abilities detailed. Prefer considerable training in counseling experience directly related to assisting individuals with vision disabilities to achieve employment.
