I. Summary

The Chief Executive Officer (CEO) of  Florida Agencies Serving the Blind (ASB) reports to the volunteer Board of Directors and is responsible for the overall management, administration, fiscal operations, resource development, and delivery of services for the organization. Our membership is comprised of over 15 dedicated and engaged ‘community rehabilitation providers’ focused on influencing public policy, access to Visual Impairment services and enhancing opportunities for people who are blind or visually impaired throughout the State of Florida.

The CEO of ASB works in collaboration with its Board of Directors to set the strategic direction and internal organizational policies and is the organization’s chief external spokesperson. ASB collaborates at a high level with many other organizations across the community, including government, consumer groups, national associations, for-profit sector, public and private funders, and individual supporters to advance its mission.

This leadership position requires an experienced executive with extensive contract management experience, understanding the dynamics of state government, experience in implementing and managing effective program delivery strategies, excellent communication abilities and strong community advocacy skills.

II.                Primary Responsibilities

a.      Board Management & Engagement

i.       Collaborates with the Board of Directors to develop and implement a comprehensive strategic plan for the organization, with measurable deliverables and outcomes.

ii.      Works with Treasurer to develop and work within annual budget, and ensures IRS 990s and Annual Independent Audit are completed.

iii.       Keeps the Board informed about changes in contracting, policy and program, legal and economic impacts, and future direction of the organization.

iv.       Provides professional leadership to the Board Members to assure development of effective and engaged Board, including identification, recruitment, training and involvement of members in meeting the goals of the organization.

b.      Organizational and Financial Management

i.       Ensures financial health and stability of the organization.

ii.      Locates, develops and pursues new funding opportunities that fit within the mission / vision of the agency.

iii.       Ensures all deliverables in State and other grants are reached.

iv.      Prepare, examine, or analyze accounting records, financial statements, or other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards. This includes, but not limited to monthly financial statements, annual IRS Form 990 and the Annual Independent Audit. 

v.      Sets financial priorities ensuring that organizational resources are allocated in a manner that most effectively and efficiently drives progress

vi.      Ensures the organization meets compliance, ethical, legal and regulatory standards while meeting and/or exceeding established outcomes and benchmarks. 

c.       Leadership and Community Engagement

i.       Engages with the State elected and appointed leaders and staff, community leaders, funders and other relevant stakeholders to promote the organization’s profile, mission, goals and advocacy.

ii.      Ensures and maintains a positive image within the community as a leader of the organization. Serves as the main spokesperson for the organization and the media.

iii.       Manages staff/contractors and volunteers.

iv.       Effectively communicates organization’s vision in alignment to strategic plan. Sets and communicates goals and priorities; develops action plans. Manages resources and creates contingency plans as necessary. Practices sound project management, time management and stress management.

v.      Flexible and adapts to circumstances/change. Can effectively chart course of action during change and manage successful transitions.

vi.       Manages Public Policy and Advocacy: CEO in concert with Board of Directors sets advocacy agenda in an effort to achieve the agency’s vision and mission and increase funding for programming. The CEO works to strengthen partnerships and foster new ones, engage state and federal elected and appointed officials and their staff, foundation executives, government agencies, blind serving organizations/association and advocacy groups, and community rehabilitation providers to collaborate strategically to continually improve and enhance programming and funding for services to people who are blind or visually impaired.

d.      Membership Management

i.       Manage the recruitment and onboarding of new members into the organization.

ii.      Ensure member organizations have a strong voice in shaping strategic direction and are fully engaged in the advocacy efforts of the organization.

iii.       Remain abreast of trends in membership concerns, needs, and other developments.

iv.       Coordinates membership meetings to ensure maximum participation and engagement.

e.       Qualifications and Requirements

i.       Education and Experience: 4-year degree in business administration, public administration, vision rehabilitation or a related field; required with 5+ years of management and/or supervisory experience.

ii.      Skills and Competencies: Experience with budget oversight and responsibility; Substantial knowledge of the blind services ecosystem and navigating state and federal government funding mechanisms; Supervisory experience with knowledge of human resources standards and personnel administration; Experience creating and enhancing relationships with existing/potential partners/funders to ensure current and future funding; Knowledge of grants and public contract process; Familiarity and understanding of data tracking and reporting, contract monitoring, ethical oversight in conformity with rules, expectations and allowable uses of funding; Knowledge of quality assurance practices; Substantial experience in developing program services responsive to members’ needs, including staff/capacity planning, program implementation strategies, program goals and performance measures; Experience in developing a base of community influence, competency in tactful and diligent relationship building, ability to maintain high visibility in the local community to advocate for ASB’s mission and its members. Ability to connect and communicate effectively with diverse communities; Experience collaborating with, reporting to, and taking guidance from a Board of Directors.

f.        Organizational Structure: The Chief Executive Officer reports directly to the Board of Directors.

g.      Compensation: Competitive salary and benefits package set by the ASB Board of Directors based on experience and agency’s budget and financial condition. In addition, annual goals are set for the Chief Executive Officer and progress is assessed annually by the Board of Directors.
